EU nationals need only their passports to enter Portugal, and not even this if their countries adhere to the Schengen treaty, in which case a valid national ID card suffices. Check whether the airline, however, insists on a passport. Other visitors must have passports, tickets and/or documents for their return or onward journey, and at least €75 plus €40 per day of stay, unless they have proof of paid accommodation. Check with your local embassy or consulate whether a visa is required (it is for most countries). As Portugal signed up to the Schengen agreement it can be entered on a Schengen visa.
